How many toilets a construction site needs

OSHA sets the minimum for construction sites (29 CFR 1926.51):

Most job sites rent by the month with weekly service. In a Dallas summer it's worth asking about a second weekly service, since heat makes units unpleasant sooner.

How many toilets an event needs

Sizing charts based on the Portable Sanitation Association's guidance work out roughly like this for a four-hour event. Longer events need more: the same 500 guests over eight hours need about 9 units instead of 5.

Serving alcohol raises use a lot, and companies commonly add 10 to 30 percent more units for it. Add hand-wash stations wherever food is served.

ADA-accessible units

Under the 2010 ADA Standards, when portable toilets are grouped at one location, 5 percent of each group has to be accessible (section 213.2), and fractions round up to the next whole unit (section 104.2). In practice that means one accessible unit for every group of up to 20. The City of Dallas also asks for at least one accessible unit in a special event's sanitation plan. Accessible units are larger, sit at ground level with a ramp-free entry and have grab bars, so they cost more and take more space. Place them on firm, level ground near the path of travel.

Dallas special event permits

The City of Dallas requires a special event permit for a temporary outdoor gathering of 100 or more people that involves certain activities, and setting up portable toilets for public use is one of them. The application includes a sanitation plan showing where the restrooms and hand-washing stations go. Apply through the Office of Special Events well ahead of the date.

Whoever pumps the units has to be registered with the Texas Commission on Environmental Quality as a sludge transporter, which covers chemical toilet waste (30 TAC 312.142). That's the rental company's job, but it's fair to ask.
